The app can never list, read, delete, or share any of your other Google Drive files; it simply cannot see them. The warning that follows — "There may be private information in your Google Drive, like financial records, medical reports, photos or tax info" — is Google's standard boilerplate shown for any app that uses Drive at all. It is a generic reminder, not a description of what CSVtoSheets can access. In practice the app only ever creates new spreadsheets; it doesn't delete or change anything you didn't open with it.
